Man with shotgun fired at police

Police were on the top deck of a parking garage when they returned fire killing the man.

Portland Police Homicide detectives are continuing to investigate Monday night's officer-involved shooting at Northeast 7th Avenue and Lloyd Boulevard.

Preliminary information indicates that at approximately 10:45 p.m., two officers in separate cars drove up onto the top level of a parking garage located at Northeast 7th Avenue and Lloyd Boulevard.

Unexpectedly, the officers were immediately confronted by a man associated with a vehicle. The man was armed with a shotgun and seconds later shots were fired.

The suspect fired multiple shots from his shotgun. Both officers returned fire, striking the suspect and knocking him to the ground.

Cover officers and a sergeant arrived and immediately developed a plan to safely approach the suspect and get him medical attention. Officers grabbed a shield to approach the suspect, who was lying on the ground, still moving, next to his shotgun. Officers approached the suspect and placed him into custody. Medical personnel immediately responded and transported the suspect to a Portland hospital where he later died.

Neither officer was hit by gunfire during the shooting.

The suspect is identified as 32-year-old Santiago A. Cisneros III. The Oregon State Medical Examiner will be performing an autopsy on Cisneros.

The officers involved are a 10-year-veteran and a 4-year-veteran, both assigned to North Precinct Afternoon shift. Their names will be released on Wednesday. Their interviews are scheduled for Thursday. Per policy, both officers will remain on paid administrative leave until the completion of the Grand Jury, which has not yet been scheduled by the Multnomah County District Attorney's Office.

Representatives from the Chief's Office, Mayor's Office, Training Division, Internal Affairs Division, Office of Independent Police Review (IPR), Traumatic Incident Committee (TIC), and the Multnomah County District Attorney's Office all responded to the scene, as is standard protocol in any officer-involved shooting investigation and have been briefed on the investigation.
